{"id":4697,"date":"2025-10-22T10:29:55","date_gmt":"2025-10-22T08:29:55","guid":{"rendered":"https:\/\/swazidailynews.com\/?p=4697"},"modified":"2025-10-22T10:29:55","modified_gmt":"2025-10-22T08:29:55","slug":"eswatini-pushes-for-inclusive-refugee-policies-crisis-support","status":"publish","type":"post","link":"https:\/\/genesisekucalenimedia.com\/edn\/4697\/business\/eswatini-pushes-for-inclusive-refugee-policies-crisis-support\/","title":{"rendered":"Eswatini pushes for inclusive refugee policies, crisis support"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">By Siphesihle Dlamini<br \/><br \/>Speaker of the House of Assembly of Eswatini Jabulani Mabuza delivered a compelling and comprehensive address at the 151st Assembly of the Inter-Parliamentary Union (IPU) in Geneva, Switzerland, emphasising the urgent need to uphold humanitarian norms and support humanitarian action amid global crises.<\/p>\n<p>The Assembly, convened under the theme \u201cUpholding Humanitarian Norms and Supporting Humanitarian Action in Times of Crisis,\u201d is a vital platform for parliamentary leaders worldwide to engage in dialogue, share perspectives, and forge collaborative responses to humanitarian challenges.<\/p>\n<p>The Speaker opened his remarks by drawing attention to the profound connection between humanitarian norms and the United Nations\u2019 Agenda 2030 for Sustainable Development.<\/p>\n<p>He explained that while the agenda does not explicitly contain a chapter titled \u201chumanitarian norms,\u201d it adopts \u201ca transformative and universal approach that links humanitarian action to sustainable development.<\/p>\n<p>\u201d Central to this framework is the principle of \u201cleaving no one behind,\u201d which, according to the Speaker, \u201crequires humanitarians and development actors to work together to address the root causes of crises.\u201d<\/p>\n<p>This principle, he emphasised, mandates prioritising the most vulnerable and marginalised groups, including migrants, refugees, and internally displaced people.<\/p>\n<p>The Speaker elaborated on the key humanitarian norms reinforced by the 2030 Agenda, highlighting three pillars:<\/p>\n<p>Leaving no one behind: This principle reinforces the commitment to prioritise vulnerable populations, ensuring that humanitarian efforts reach those most in need.<\/p>\n<p>Universal human rights: Grounded explicitly in international human rights standards, humanitarian aid and sustainable development must be guided by a human-rights-based approach, with success measured by the extent to which individuals can enjoy their rights.<\/p>\n<p>Gender equality: Assistance and protection must consider the specific needs and vulnerabilities of women and girls in crises, including safeguarding them from violence and exploitation.<\/p>\n<figure id=\"attachment_4702\" aria-describedby=\"caption-attachment-4702\" style=\"width: 1008px\" class=\"wp-caption alignnone\"><img fetchpriority=\"high\" decoding=\"async\" class=\"size-full wp-image-4702\" src=\"https:\/\/genesisekucalenimedia.com\/edn\/wp-content\/uploads\/2025\/10\/PAGE-3-Speaker-of-the-House-of-Assembly-of-Eswatini-Jabulani-Mabuza-delivered-a-compelling-and-comprehensive-address-at-the-151st-Assembly-of-the-IPU.jpg\" alt=\"\" width=\"1008\" height=\"454\" \/><figcaption id=\"caption-attachment-4702\" class=\"wp-caption-text\">Speaker of the House of Assembly of Eswatini Jabulani Mabuza delivered a compelling and comprehensive address at the 151st Assembly of the (IPU)<\/figcaption><\/figure>\n<p>Mabuza further invoked the leadership of His Majesty King Mswati III, recalling the King\u2019s call during the 78th session of the UN General Assembly for \u201ccollective action on both domestic and international actors to work together in crises such as pandemics and natural disasters.\u201d This call for solidarity and cooperation resonates deeply with the Assembly\u2019s objectives.<\/p>\n<p>Turning to the legal foundations of humanitarian norms, the Speaker noted that they are \u201cgrounded mainly in international humanitarian law, the body of law that regulates the conduct of hostilities and,<\/p>\n<p>to an extent, in international human rights law as it continues to apply in times of armed conflict.\u201d These norms include vital protections such as shielding civilians from attack, safeguarding those not engaged in fighting, and facilitating the delivery of humanitarian aid.<\/p>\n<p>A poignant segment of the speech addressed the ongoing threat posed by nuclear weapons. Marking the 80th anniversary of the nuclear detonations in Nagasaki and Hiroshima, Speaker Mabuza warned that \u201cthe risk of using nuclear weapons is higher than ever before.\u201d<\/p>\n<p>He described the prohibition and elimination of nuclear weapons as \u201ca humanitarian imperative,\u201d emphasising that \u201ca nuclear conflict would have catastrophic effects on human health, the environment, the climate, food production and socio-economic development.\u201d<\/p>\n<p>Eswatini\u2019s commitment to this cause is demonstrated by its piloting of the \u2018Nuclear Radiation and Safety Bill,\u2019 a legislative initiative aimed at enhancing nuclear safety and humanitarian protection.<\/p>\n<p>The Speaker also paid tribute to the International Committee of the Red Cross (ICRC), describing it as \u201cthe only institution explicitly named under international humanitarian law as a controlling authority.\u201d<\/p>\n<p>He highlighted that the ICRC\u2019s \u201clegal mandate stems from the four Geneva Conventions of 1949, as well as from its own statutes,\u201d and that its continued relevance lies in its mission \u201cof protecting the lives and dignity of victims of war and internal violence and providing them with assistance.\u201d<\/p>\n<p>On the practical dimension of humanitarian action, Mabuza defined it as \u201cproviding timely, needs-based assistance to save lives and alleviate suffering through a range of activities such as delivering food, water, shelter, and medical care.\u201d<\/p>\n<p>He clarified that this assistance is \u201ca short-term, emergency response to disasters, conflicts, and health crises,\u201d with the goal of helping affected individuals \u201cmaintain their dignity and return to a normal life.<\/p>\n<p>\u201d He highlighted Eswatini\u2019s own collaborative approach through its National Disaster Management Unit, which coordinates efforts to provide such assistance during emergencies.<\/p>\n<p>Addressing the plight of asylum seekers and refugees, the Speaker explained that Eswatini\u2019s refugee regime \u201cencourages asylum seekers and refugees to integrate into society and they peacefully live alongside the host community.<\/p>\n<p>\u201d He added that \u201casylum seekers and refugees are allowed to work,\u201d reflecting the country\u2019s inclusive and humane policies.<\/p>\n<p>In closing, Honourable Mabuza urged the Assembly to embrace four fundamental humanitarian attributes:<\/p>\n<p>Save lives: Provide immediate support to prevent loss of life and suffering.<\/p>\n<p>Alleviate suffering: Focus aid on reducing the impact of crises on affected populations.<\/p>\n<p>Maintain human dignity: Ensure the basic needs and dignity of those affected are protected.<\/p>\n<p><strong><div class=\"_df_book df-lite\" id=\"4682\"  data-title=\"\" wpoptions=\"true\" thumbtype=\"\" ><\/div><\/strong><\/p>\n<p>Provide impartiality: Deliver assistance based solely on need, without discrimination based on ethnic origin, gender, or ideology.<\/p>\n","protected":false},"excerpt":{"rendered":"By Siphesihle Dlamini Speaker of the House of Assembly of Eswatini Jabulani Mabuza delivered a compelling and comprehensive&hellip;","protected":false},"author":1,"featured_media":4702,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"iawp_total_views":0,"csco_display_header_overlay":false,"csco_singular_sidebar":"","csco_page_header_type":"","csco_page_load_nextpost":"","csco_post_video_location":[],"csco_post_video_location_hash":"","csco_post_video_url":"","csco_post_video_bg_start_time":0,"csco_post_video_bg_end_time":0,"footnotes":""},"categories":[21,24,25],"tags":[46,55,73,58],"class_list":["post-4697","post","type-post","status-publish","format-standard","has-post-thumbnail","category-business","category-future","category-national","tag-africa","tag-business","tag-eswatini","tag-national","cs-entry","cs-video-wrap"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.7 -
